A-PAD Bangladesh Activity Report Month of July 2024

Project Title: Strengthening Capacity for Sustainable Disaster Management Network by involving multi-sectoral platform Project Period: 17 January, 2024– 16 January, 2025 (12 month)

 

  1. Project Activities and Accomplishments

 

Bangladesh is ranking as one of the most disaster-prone countries. People in Bangladesh are often affected by water-related natural disasters, including floods, riverbank erosion and cyclones. In addition, recent rapid urbanization increases the risks for earthquake as well as man-made disasters. National Plan for Disaster Management (NPDM) 2021-2025 exemplified the strategic plan of the Government of Bangladesh in its Vision and the Mission of the Ministry of Disaster Management and Relief (MoDMR) between 2021 and 2025 towards building resilient nation. Bangladesh GOVT. has NPDM 2021-2025 has core goals for actions to save life, reduce economic losses in every disaster cycle stages which includes Disaster Risk Reduction (DRR), Humanitarian Response and Emergency Recovery Management. In Bangladesh most hazards impact: flood; cyclone and surge; tornado; earthquake; riverbank erosion; landslide; salinity intrusion; drought; tsunami; lightning; arsenic contamination; human-induced hazards and health hazards. The last hazard has potential for assuming significance because of the emerging risks in Bangladesh.

A-PAD Bangladesh started project from January 2023 and presently continue it 17 January 2024 to build up capacity on disaster management. It communicates with the different sectors like local community, community leaders, stakeholders, GOVT. officials continuing training on disaster management. To hold training program A-PAD Bangladesh staff organized small community meeting to sharing ideas on disaster and introduced them about A-PAD Bangladesh activity. A-PAD Bangladesh working 8 divisional areas.

There are 1 health workers in each divisions whose are doing home visit and aware the local community about basic disaster awareness. The health workers gave basic ideas about disaster management. A-PAD Bangladesh working at the rural areas. If there would be any directions or announcement from GOVT. or any disaster related news has been published the health workers delivered the message to the local community. Total 3,531 persons were benefited from A-PAD Bangladesh on July 2024.

A-PAD Bangladesh attended coordination meeting at the 8 divisions in Office of Deputy Commissioner. At that meeting different NGOs had joined and explained their activities. Besides this what will be the next activities of the GOVT. and NGOs were discussed at that meeting.

 

 

1. Strengthening of disaster risk reduction and disaster response system functions through the Emergency Disaster Management Coordination

1-1    The Emergency Disaster Management Coordination Center will be used for coordination meetings among partner organizations and relevant stakeholders during normal times, and will also serve as a center for health and public health guidance for the local residents. In the time of emergency, health services will be provided by emergency health workers. The Emergency Disaster Management Coordination Center will be used by 24,000 local residents (annual average) in the target area.

Prioritizing initiatives aimed at bolstering agricultural productivity, as well as enhancing energy and transport efficiency, can mitigate future emissions and

noteworthy that climate change poses a disproportionately severe impact on impoverished and vulnerable communities. Projections indicate that by 2050, a third of agricultural GDP could be forfeited, leading to an estimated 13 million internal climate migrants. Coastal areas are particularly vulnerable, with the potential for a severe cyclone and flooding to precipitate a substantial 9% decline in GDP. Enforcing elevated air quality standards across various sectors holds the potential to bolster public health and fortify climate resilience. Notably, Bangladesh’s 2021 Nationally Determined Contributions (NDCs) underscore a commitment to reducing emissions by 21.8% by 2030. Through rigorous execution, technological advancements, and regional collaborations, Bangladesh stands poised to surpass these

commitments.

The network partner capacity strengthening DRR initiative has been instrumental in enhancing DRR capabilities.

However, certain challenges persist within the Patuakhali district. These challenges encompass a lack of awareness about cyclones, limited access to shelters during super cyclones, insufficient availability of clean drinking water and medical facilities during disasters, and the imperative need for greater awareness of social distancing measures. To effectively address these challenges, it is critical to prioritize public awareness campaigns on cyclone preparedness and shelter accessibility. Additionally, enhancing access to clean drinking water and medical facilities in disaster-prone areas is of utmost importance. The active involvement of participants from NGOs and government agencies in advocating for these improvements and implementing effective measures is crucial. By confronting these challenges and implementing the recommendations devised during the workshop, the resilience of the Bagerhat district against disasters can be fortifying, thus minimizing the impact on

communities.

The primary goal of the Seminar for Developing New Disaster Prevention Solutions is to facilitate an in-depth exchange of knowledge and foster collaboration among experts, practitioners, and policymakers in the field of disaster prevention and management. The seminar seeks to establish

expertise, research findings, and best practices, but also to introduce innovative solutions aimed at preventing and mitigating the impact of disasters on society. Furthermore, the seminar aims to serve as a catalyst for discovering novel approaches and cutting-edge technologies that can enhance disaster prevention and management efforts. By providing a forum for networking and collaboration, the seminar aims to aid in the identification of potential areas for further research and development in the field. Ultimately, fostering dialogue and cooperation among diverse stakeholders is a key objective of the seminar, with the overarching aim of promoting forward-thinking innovation and knowledge exchange  in  the  realm  of  disaster  prevention  and

management.

A-PAD Bangladesh conducted 2 days workshop at Habiganj, total 30 participants joined the training workshop.

3-2 a) Disaster preparedness training and drills will be documented in a manual, and

women, youth groups, and local stakeholders who participate in the drills will be

granted certificates of completion and work as disaster volunteer teams during

actual disasters.

The Community Initiative Society (CIS) organized an intensive workshop in Habiganj, Bangladesh, focusing on empowering local communities to take the lead in disaster preparedness and response efforts. The workshop emphasized the importance of engaging local communities, who possess invaluable knowledge of their own risks and needs. Participants underwent comprehensive training covering a wide range of topics, with special emphasis placed on a key module designed to have the most significant impact. The goal of the program was not only to equip individuals with the necessary skills to protect themselves, their families, and their neighbors, but also to foster a sense of community responsibility in disaster situations. One of the key takeaways from the training program was the critical role of employee training and skills development in enhancing emergency communication and building effective disaster preparedness and response strategies. Recognizing the importance of a community-based approach to disaster management, the CIS training program in collaboration with local communities in Rangpur,  Bangladesh,  aimed  at  building  capacity  for

The training program conducted by CIS for local health workers in Rangpur from July 13th to 15th, 2024, was a comprehensive initiative aimed at augmenting the knowledge and skills of health workers in managing health- related challenges during disasters. The program was meticulously designed to encompass a wide array of topics, including disaster risk reduction, emergency response, and public health interventions during disasters. It comprised several modules, each addressing specific aspects of disaster health activities. Throughout the program, participants received training in conducting rapid health assessments, identifying and managing common health issues during disasters, and delivering psychosocial support. The theoretical sessions laid the groundwork for a solid understanding, while the practical sessions offered hands-on experience in applying learned skills and knowledge in simulated disaster scenarios. Emphasis was placed on the importance of coordination and collaboration among various stakeholders, with participants being trained to work

effectively  alongside  local  government  officials,  non-

 

 

 

 

governmental organizations, and community members to ensure efficient disaster management. Additionally, the program focused on honing participants’ communication skills and leadership qualities. Overall, the training program was highly successful, equipping participants with a deeper understanding of disaster health activities and instilling in them a sense of confidence and preparedness to effectively

serve their communities during times of crisis.

The Community Initiative Society (CIS) recently conducted a 2-day training program in Bagerhat and Pabna focused on Women Empowerment and Capacity Building. This program was designed to provide women with the practical skills and knowledge needed to lead gender-inclusive and community- based disaster risk reduction management. The goal is to empower women by creating environments and opportunities for them to take on challenging tasks equally. During the program, CIS provided an overview of disaster and emergency situations, as well as demonstrated primary

treatment  methods  for  emergency  situations.  While

 

 

 

 

Bangladesh has been recognized for its climate change

adaptation model, women continue to face challenges

related to limited access to assets, information, policy-

making processes, and social networks, resulting in increased

vulnerability.  Enhancing  women’s  empowerment  and

leadership in disaster risk reduction will foster participatory

and inclusive disaster risk management by involving women

in DRR initiatives.

Disaster preparedness organizations have recognized the

importance of empowering young people to identify and assess early signs of disasters. They provide training to equip youth with the knowledge and skills to become advocates for

improved climate disaster preparedness. In turn, these

 

empowered youth help their local communities understand

 

early warning systems and appropriate actions to take during

 

disasters. The Deputy Director of Fire Service and Civil

 

Defense,  Netrokona  Unit,  expressed  gratitude  to  the

 

Government  of  Bangladesh  and  various  organizations

 

involved in disaster risk reduction (DRR). He acknowledged

 

Bangladesh’s significant progress in disaster management

 

and expressed optimism that such initiatives would enhance

 

local preparedness. The first day of the event focused on

 

involving youth in disaster response, a priority for the

 

Bangladeshi  government.  Youth  volunteers  worldwide

 

engage  in  various  community  development  activities,

 

 

 

 

although effectively involving them in disaster management remains a challenge. On the second day, discussions centered on handling emergencies such as cyclones and appropriate measures for fire incidents. These deliberations aimed to

enhance preparedness and response strategies.

The training workshop focused on building capacity for emergency response during and after disasters. The program commenced with student registration and an address emphasizing the significance of disaster preparedness. Participants were trained in fire safety, earthquake response, rescue management, lifting techniques, and live simulations of handling disaster scenarios. The subsequent day included sessions on bandaging, fracture management, and practical demonstrations. Following this, students were split into groups to simulate victim and rescue team scenarios. Post- drill, participants expressed gratitude for the engaging and informative sessions. The evacuation exercise was executed systematically, with guidance from the school administration. The students were directed to their designated assembly points as per the color-coded evacuation plan. Teachers and facilitators from the Bangladesh Fire Service emphasized the importance of involving students in disaster activities to enhance future disaster preparedness. It was noted that childhood education on disaster risk reduction is instrumental in building a safer

world.
